Google Jobs too ?

MiTV; new kid on the block in the Malaysian high tech arena, had recently been awarded 3G license beating Digi over political factors.

Thus, fundings and tonnes of activities are expected from it. They are currently busy looking for candidates to fill in "important" roles for their subsidiary called MiTV Networks Sdn. Bhd. Recently at Star Jobs April 1, 2006, the followng positions had been advertised.

2. Site acquisition manager
3. Site construction manager
4. Radio network planning manager
5. Transmission network planning manager
6. Deputy general manager - finance & accounts
7. Billing system manager
8. Product manager
9. Legal & Regulatory manager
10. Procurement manager
11. Solution Architect
12. Human resource manager
13. Market Analyst
14. Secretary
15. Administrator

I thought great.. isn't this fantastic ? Malaysia has more 15 jobs available for the area of Klang Valley, the economy is indeed booming, we are heading for a bull.

Nevertheless, suddenly I realized something... it is kind of funny why they didn't advertise for other more common jobs like accountant, IT executives and etc. Thus, perhaps the HR manager has a lot of contacts who can assist to fill out these roles. And if this is true, it means that HR manager is having problem filling up these advertised positions.

Indeed, if we analyze more into detail, all 15 positions require some sort of experiences. Let's study the first position of "Roll-out Project Manager", where it requires..

Description:
The Roll-out project manager works wide-ranging authority to ensure that MiTV' s 3G network is rolled out on schedule, on budget and according to the high standard of quality the company has set out for itself. The Roll-out Project Manager reports directly to the Head of MiTV.

Responsibilities:
  • Planning the roll-out project
  • Assembling the roll-out project team
  • Interacting with equipment vendors
  • Leading site acquisition with the help of the Site Acquisition Manager
  • Leading site construction with the help of the Site Construction Manager
  • Leading radio network planning with the help of the Radio Network Planning Manager
  • Leading transmission network planning with the help of the Transmission Network Planning Manager
  • Developing schedules and coordinating all necessary resources to ensure completion of the project on time and within budget
  • Fulfilling the roll-out target milestones

Requirements:
  • Bachelor's Degree in related industry. Further educaton is a plus.
  • Minimum of eight("8") years experience is all phases of technical project management.
  • Minimum of five() years combined experience from several aspects of telecommunications network management, like specification development, implementation, monitoring, optimization and maintenance, as well as financial awareness and project budgeting.
  • Sound understanding in project network rollout implementation process.
  • Excellent oral, written communication, and presentation skills
  • Experience in client services and negotiating business and technical decisions with project team, stakeholders, and vendors.
  • Excellent interpersonal skills working with project team, stakeholders and vendors.

Thus, it is very obvious that only those from competiting companies are qualified to apply and thus be appointed to such role. In other words, the HR is calling for defectors to fill in the forms. Now is this really HR ethical ? I don't know. And if they allow this, how or what are the main criterias for evaluation ?

1. Is it okay for someone who quits from competitors because he or she couldn't tolerate the bosses ?
2. It is okay for someone who manages the requirement but isn't quite competent ?
3. It is okay for someone who can't live-up to expectations ?

Perhaps, Google might be able to help by setting up Google Jobs; so much so for the creation of Google Romance.
