yeah, we have heard that blogspot and typepad is being banned in China.
The only way to do that; visit such blogs from China, is to put "proxy server" into the equation.
What do I mean by this... very simple.
Using some methods, China government would detech IPs belonging to these two blog service. However, the methods would fail if it is being tampered with, using proxy server to route the blogs into visitors' PC.
The best way is perhaps to utilize Yahoo for dealing with such purposes.
If you noticed merticulously, Yahoo uses proxy for its routing. For instance, the relative URL for this blog is this.
Where it actually when through the relative URL of rds.yahoo.com
Thus, if you would expose URL of such format to China's visitors, then it should work.
Other than Yahoo, we might want to check out other proxy services..
RSS can do the job as well, but that is of course RSS and not HTML.
This also explains why wordpress is still allowed. Because wordpress usually encourages own hosting plan. Even though it seems to be that the free wordpress service is still available with regards to China, but the fact that it is considered china-friendly is probably because it doesn't allow for template configuration. There are only limited template to choose from the customization is limited. This means that customization can go as far as text-based contents and thus it is easily monitored by spider for political-bashing activities. In other words, one can't possibly create a anti-government homepage that comes with rhetoric themes.

The government really made life harder for me :-< I used blogger.com before but later I found I can't visit it directly so I changed to wordpress. And now I found I can't visit wordpress directly either...
